MELBOURNE, Jan 17 (Reuters) – Australia’s Santos Ltd (STO.AX) faces yet another setback on plans to develop the A$3.6 billion ($2.5 billion) Narrabri gas project, after an Indigenous group filed an appeal to the Federal Court on a permit for the project.

The long-delayed project is seen by the state government of New South Wales and energy authorities as essential to plugging a gas supply shortfall expected in the next two or three years.

The National Native Title Tribunal in December permitted Santos to go ahead with the project, ruling that the benefits outweighed the Gomeroi traditional owners’ concerns that it would damage their culture, land and waters and contribute to climate change.

NTSCorp, representing the Gomeroi people, filed a notice of appeal to the Federal Court on Jan. 13, court records show.

NTSCorp solicitor Mishka Holt was not immediately available to comment on the appeal.

At full tilt, the Narrabri project could supply more than half of the gas needs in New South Wales, the country’s most populous state, Santos has said.

The company had no immediate comment on the appeal.

The Newport-based ICC Wales has secured a number of notable repeat business wins for 2023, as it establishes itself as one of the UK’s most exciting new events venue and brings a significant boost to the South Wales visitor economy.

The disruptions of the pandemic meant ICC Wales only saw its first full year of trading in 2022, having launched in September 2019.

The venue’s woodland location, contemporary meeting rooms flooded with natural daylight, and internationally-acclaimed locally sourced cuisine has been widely praised by clients using the facilities for the first time, with many wasting no time in booking again for 2023 and beyond.

Repeat clients include Comic Con Wales, which welcomed more than 4,000 excited visitors in August and is set to grow in 2023, driving £1.7m in economic impact.

Other events returning in the new year include Howdens and their Golden Rooster Awards; James Murden’s “Audience With” events; the National Farm Attractions Network’s trade exhibition show; and the Church in Wales Governing Body.

Another repeat client is the University of South Wales, which has contracted five days of graduation ceremonies each year from 2023 until 2028 which ICC Wales secured as part of a detailed tender process.

Last year alone, ICC Wales hosted 33 of USW’s graduation ceremonies which had been postponed from the pandemic, welcoming more than 16,500 graduates into the university’s alumni.

The Open University will also hold its autumn 2023 graduation ceremony at the venue.

Leading partnership developer Lovell has welcomed two new employees to its South Wales and West partnership team, who will help to support its community and social value objectives, in line with its projected growth plans, and provide career opportunities for local people.

James Whitelegg has joined the company as a Regional Training Manager, and Meriel Gough as a Community Development Coordinator. Both James and Meriel work from the developer’s regional head office in Cardiff, and cover all its developments in South Wales and the West.

James joined Lovell with years of experience in training and education, having begun his career teaching new recruits in the Armed Forces and more recently working as a further education tutor, helping people into employment or education.

As Regional Training Manager, James implements regional training and development programmes, organises training events, meets with training providers and apprentices, and facilitates the business’ national training programme.

James said: “I applied for this role as I wanted a new challenge, and Lovell has a reputation of being an outstanding employer. Since I joined the company, Lovell has been amazing to work for and the team are very supportive.

One Welsh village’s battle to save and reopen its only pub

Across Wales and England, more than 32 pubs closed each and every month in 2022. Energy bills, staffing pressures, a lack of footfall as the erstwhile pub-goer tightens his or her belt….whatever the reason, there seems to be a crisis – among a sea of crises – enveloping the pub trade as we begin 2023.

In Crymych, a Pembrokeshire village some eight miles south of Cardigan, residents always had a pub, dating back to at least the mid-1800s. The Crymych Arms stood proudly at the north end of a village which sits quietly underneath the majestic hills of Preseli. But in September 2021, the pub pulled its final pint and shut.

But now, thanks to a group of locals who recognise that a part of Crymych died when the pub shut, a plan has formed to resuscitate it and put it back at the forefront of village life. Read the full story here.

The move ups the ante in what’s already a high-stakes battle over President Joe Biden’s energy agenda and conservationists fighting to protect an endangered wildflower found only at the proposed mine site on a high desert ridge halfway between Reno and Las Vegas.

Ioneer Ltd. has hoped to begin mining at Rhyolite Ridge by 2026 in Esmerelda County. The Energy announcement said the site could produce enough lithium to support production of about 370,000 electric vehicles annually for decades.

The loan would be the latest project to demonstrate the Biden administration’s commitment to strengthen the nation’s battery supply chain, electrify the transportation sector and cut reliance on fossil fuels and foreign supplies of raw materials, the Department of Energy said.

Jigar Shah, director of DOE’s Loans Programs Office, said his office is “excited to further develop an environmentally responsible U.S. supply chain for critical materials.”

“Rhyolite Ridge is a major step towards bolstering domestic lithium production for clean energy technologies,” he said.

James Calaway, executive chairman of Ioneer, said the conditional commitment “highlights the project’s strategic role in strengthening the nation’s critical mineral supply chain in providing a secure, sustainable and reliable domestic source of lithium for the growing vehicle ecosystem.” Bernard Rowe, Ioneer’s managing director, said it came after 23 months “of discussion and due diligence” by Energy and “represents a significant milestone” for the project.

But the project still faces a significant legal and regulatory challenge in developing a mining operations plan that will provide adequate protection for the endangered Nevada wildflower, Tiehm’s buckwheat.

The U.S. Fish and Wildlife Service said in declaring it endangered last year that it is on the brink of extinction and the mining project posed the single biggest threat to its survival.

Conservationists have sued in the past to protect the 6-inch-tall plant with yellow blooms and vowed on Friday to do so again if necessary.

“What this looks like is a fairly transparent effort by the Biden administration to build political and economic momentum for the project in an effort to steamroll the U.S. Fish and Wildlife Service and the Endangered Species Act,” said Patrick Donnelly, Great Basin director for the Center for Biological Diversity.

“Ioneer is going to have to completely overhaul the design of this mine if they expect to pass through permitting,” he said in an email to The Associated Press. “We’ve sued or initiated lawsuits over Tiehm’s buckwheat four times already, and we won’t back down until every buckwheat is saved.”

The Energy Department announcement said the Ioneer project is working to minimize impact on the plant. It said the loan is contingent on completion of an environmental impact statement in accordance with the National Environmental Policy Act (NEPA).

The Biden administration has made a plan for half a million charging stations for electric vehicles a signature piece of its infrastructure goals. That effort, and the growth of electric vehicle companies such as Tesla, will require much more lithium to make batteries.

Although lithium reserves are distributed widely across the globe, the U.S. is home to just one active lithium mine, in Nevada. Worldwide demand for lithium was about 350,000 tons (317,517 metric tons) in 2020, but industry estimates project demand will be up to six times greater by 2030.

Shah said large projects like this go forward step by step.

“We clearly are not committing any capital to the project yet,” Shah said Friday in a telephone interview with AP. “They still have to meet the conditions. But by doing this, it gives their equity investors some comfort that they should continue to invest in the project.”

Sen. Jacky Rosen, D-Nev., is among those backing the project.

“I applaud the Energy Department for providing this loan to help support the mining and processing of Nevada’s critical minerals, help reduce greenhouse gas emissions, and contribute to the creation of jobs in our state,” she said in a statement.

Lithium is fundamental to the battery technology that is most common in electric vehicles and battery electric storage systems. But many engineers are working on alternative battery chemistries because lithium involves rock mining, which means major disturbance to the environment.

Ioneer is a lithium focused company based in New South Wales, Australia and Reno.

Another new lithium mining project in development in the U.S. is proposed for Thacker Pass by Lithium Americas near the Oregon line. That northern Nevada mine would make millions of tons of lithium available, but it too faces legal challenges. Native American tribes have argued that it’s located on sacred lands near where dozens of their ancestors were massacred in 1865.

A company behind some of Cardiff’s most well-known pubs is set to take over The Dock in Cardiff Bay after it recently announced its closure. The popular bar in Mermaid Quay announced the news on its Facebook page earlier this week.

“Cardiff Bay loses precious cargo. It’s with a heavy heart that we announce our time has come to an end. Thank you for all of the memories. We have loved hosting your celebrations, dancing and dining with you. We would like to thank you for your support and custom over the years. From all of us at The Dock, may you have fair winds and following seas,” the statement read.

The bar announced its final quiz night on December 29 last year. However, Croeso Pub Ltd has announced that it is adding The Dock to its portfolio. The south Wales pub chain runs five venues in the city centre, including The Philharmonic, Brewhouse, Retro, Blue Bell, and Daffodil.

After originally opening as Terra Nova, the bar underwent a £1.25million refurbishment in 2016 and was renamed ‘The Dock’. The former Marstons Brains pub will now be run by Croeso Pubs, which refurbished the Goat Major pub on High Street and reinstated its original name, Blue Bell, in 2021.

Croeso Pubs also took over the former Brains pub 33 Windsor Place in December 2021, reopening it as gastropub Daffodil. Overseen by Alex Howells, who helped set up the Hare and Hounds in Aberthin and the Heathcock in Llandaff, the venue offers a range of drinks and a menu that includes Welsh produce. Liberty Steel has it it moving forward with the next phase of its “restructuring” programme – which will include converting the Newport site into a storage, “distribution and trading hub”, and could affect up to 440 jobs.

The firm has operations in Newport and Tredegar, with more across the UK.

In a joint statement, Newport East’s MP and MS, Jessica Morden and John Griffiths, said the news was “incredibly hard on the dedicated workforce at Liberty Steel, and their families”.

“We will be working with the trade unions that represent staff to pursue options available to the workforce at this very difficult time,” the pair said.

Ms Morden said: “While Liberty has clearly had its issues as a company, today’s news again draws attention to the urgent need for a long-term plan for the steel industry – something which we just haven’t seen from the UK Government.

“I will be raising this at the earliest possible opportunity with UK government ministers.”

Mr Griffiths said: “The Welsh Government economy minister Vaughan Gething is very focused on these points and we know he has made them to his UK counterparts at previous meetings of the UK Steel Council.”

Steel, they said, is “at the heart of communities like ours in Newport East and should also be placed at the centre of a forward-looking, green industrial strategy”.

Welsh Liberal Democrat leader Jane Dodds said the news was “extremely concerning”.

“While I welcome moves by Liberty to minimise any job losses, many will be concerned about the future of not only this site but the production of steel and associated products in Wales as a whole,” she said.

“One of the primary challenges that the steel industry is facing is high energy costs, something which the Conservatives have utterly failed to confront or prepare for in the past.

“Domestic steel production and associated products such as Hot Rolled Coil (HRC) are vital to our national security, we need to see the UK Government take a much more hands-on approach to protect employment in the industry.”

Stephen Kinnock, Labour MP for Aberavon and chair of the All Party Parliamentary Group on Steel, said: “We all simply must wake up to the importance of the steel industry and its workers.

“The world will use more steel in the decades ahead than we do today, and in the age of Putin’s invasion and China’s aggression we desperately need steelmaking capacity here in Britain.”

He added: “Today’s news is a stark illustration of the cost of the UK Government sitting on its hands and doing nothing.”

Plaid Cymru’s MSs for South Wales East, Delyth Jewell and Peredur Owen Griffiths, said: “Welsh steel workers have already sacrificed a lot to support the industry through turbulent recent times, but did this on the understanding that accepting changes would safeguard their jobs.

“It is completely unacceptable that this seems to have been an empty promise.

“I would urge the Welsh Government to intervene immediately on behalf of the local workers by meeting with Liberty to discuss ways redundancies can be avoided, and demand that the UK Government help the industry navigate the economic chaos created by years of Tory failures by shelving plans to reduce the support available for businesses with their energy bills.”

A Welsh Government spokesperson said: “We are deeply concerned by Liberty Steel’s announcement regarding their facilities in Tredegar and Newport.

“We remain committed to a successful, low carbon future for Welsh steel.

“However, achieving this goal requires urgent action and grip from the UK Government. That’s why we have repeatedly called on UK Ministers to urgently bring forward a package of support to secure steel-making in Wales.

“The steel industry – and its highly skilled, dedicated workforce – is a crucial cornerstone to our economy and its future is essential to our prosperity and security.

“We will stand up for steel – and steelworkers – in Wales.”

U.S. Regulated Equity Markets (Alternative Disclosure) via PUBT

Global Risk Partners (GRP) has acquired BPW Insurance Services Ltd (BPW). The deal has received regulatory approval.

Founded in 1983, BPW is a retail insurance broker based in Newport, South Wales, which specialises in commercial and property insurance. Paul Wiggins, the managing director, will continue to lead the business post deal with his fellow directors, Jason Evans, Ian O’Brien, Alison Phillips and Alisha Edwards. Along with the directors, their team of 23 colleagues will all remain with the business.
